Here is a letter from the Mayor Ángeles Muñoz explaining it.
Translated it says:
One of our big bets has been to focus on the promenade and build new sections so we can all enjoy and have more and better public spaces.
I wanted to inform you that we are working on the coast project which will involve the construction of a path of 2.7 km between la bajadilla and río real, with walkways, lighting, access to the beach and benches.
we recently commissioned the first of four sections, on the beach of el pinillo, a privileged place to walk or exercise by the sea. the remaining three begin to run in the upcoming dates.
our commitment is that 27 km of coastline, from guadalmina to cabopino, are passable and with the prolongation of the promenade to the area of las chapas, the town hall will finish the job being done.
